An allow-list is a refusal, written down
A lane that is absent cannot be chosen. Splitting the request does not open a lane the list removed.
The allow-list travels with the request. It names the lanes that may receive a part. A lane that is not on the list is not a fallback.
When a request splits, each part is checked against the same list. A part that needs a removed lane is refused. Separator does not hand that part to a different lane to complete the answer.
The decision record keeps the refusal. Review can see that a part did not run, and which lane was withheld, without reading a blended transcript.
An application that hides the part list is withholding the record. The route itself still returns it.
